VBox prevents shutdown of MacOS when there are no guests running

When user presses the power button and there are no guests running vbox GUI app should just quit and let shutdown to proceed like most other programs would do. Instead it prevents MacOS from shutting down and quits itself at the same time. So that the subsequent press of the power button causes system shutdown.
Vbox should only prevent shutdown when at least one guest in running.
