Mini toolbar (when Fullscreen) does not always dropdown/popup when un-pinned

When in Fullscreen mode a mini toolbar is/can be displayed. If you mouse over it, it is supposed to popup/dropdown.
Only mouse-over over the Machine or Devices menu (on the mini-toolbar) cause the toolbar to popup/dropdown. Mouse-over over the pin or VM name (snaphot) or Fullscreen icon or close icon DO NOT cause the toolbar to popup/dropdown, but should do so.
