VM CPU meter is very inaccurate, is worse the more CPUs are assigned to the VM

Description

With 2 CPUs in the VM, the meter in the VM status bar rides at about 33% to 50% when the Windows VM is at idle.

With 4 CPUs in the VM, the meter runs at about 80%.

Using VB defaults otherwise, GA installed.

Windows 11 host/W11 guest, or W10/W10. I've seen other VM settings make this better or worse, like chipset or USB controller or maybe others (I forgot all I experimented with trying to debug another VM problem).

What does VM Activity CPU chart show? In the VM Window select menu item Machine and then Session Information. It is expected that some cycles are spent even if VM is doing nothing.

Guest = 0% VMM = 88%
