VM CPU meter is very inaccurate, is worse the more CPUs are assigned to the VM

Description
With 2 CPUs in the VM, the meter in the VM status bar rides at about 33% to 50% when the Windows VM is at idle.
With 4 CPUs in the VM, the meter runs at about 80%.
Using VB defaults otherwise, GA installed.
Windows 11 host/W11 guest, or W10/W10. I've seen other VM settings make this better or worse, like chipset or USB controller or maybe others (I forgot all I experimented with trying to debug another VM problem).

What does VM Activity CPU chart show? In the VM Window select menu item Machine and then Session Information
. It is expected that some cycles are spent even if VM is doing nothing.
