Cannot restore Win 11 from saved state

Description
If I save the state of a Win 11 guest under Virtualbox 7.0.18 or 7.0.20 under linux (Manjaro/arch), then trying to restart the machine does not work.
Virtualbox starts resuming from the saved state, gets to 99% and when the guest should start working it aborts with:
Result Code: NS_ERROR_FAILURE (0X80004005) Component: SessionMachine Interface: ISession {c0447716-ff5a-4795-b57a-ecd5fffa18a4}
After this, the machine remains in saved-aborted state and you must discard the saved state to be able to re-start it.

More tests reveal that the issue occurs when the machine includes a VirtIO disk controller.
