Sorry, no idea if this is a VirtualBox issue or a dpkg issue but...
...trying to install VirtualBox to anywhere other than /usr seems to fail as, I'm assuming, there is a hard coded path to $instdir/bin/debconf
somewhere in the installer.
I've downloaded the Ubuntu 22.04 deb from the website and running sudo dpkg -i --instdir /opt/virtualbox/v7.0.18 virtualbox-7.0_7.0.18-162988~Ubuntu~jammy_amd64.deb
results in:
