USB serial ports not loading since WIndows upgrade

Description
I've been using USB serial ports all the time in a virtual Ubuntu 21.04 but just upgraded to Windows 11 Insider Preview 23471.1000 and the serial ports don't even try to load anymore for the Ubuntu VM. Normally I see the message about the ports dropping out in Windows but don't see that now.

As of 23H2 Build 26002.1000 all serial devices are shown now. This can be closed.

Similar behavior here with Windows 11 Pro Insider Preview Build 23486.ni_prerelease.230616-1447. I don't get all the USB serial ports listed...some are missing. So it's like there's a bad entry that causes the load routine to abort.
