Soft reset from guest does not reliably restart VM

Description

On a Windows host with a Linux Debian 10 guest, issuing a "reboot" command to the guest OS does not seem to reliably restart the VM (although it does most of the time). When this fails, it results in a blank/black screen on the guest VM and nothing further happens. It is required that the user manually power off the VM and restart it from scratch.

For example, at this point the reboot trigger seems to be recognised from the logs: 00:01:48.843711 OHCI: Software reset However, nothing further happens until 5 minutes later when I forcibly power it off: 00:06:59.972369 Console: Machine state changed to 'Stopping'
