Unable to restart VM after loading it from a saved state

Description
This is occurring on multiple systems. Windows 7 & 10 hosts, Windows 7,8,10 & Linux guests
Recreation: 1) Boot up a Windows 7, Windows 8, Windows 10, or Linux VM. 2) Once loaded to the desktop, close the VM with the "Save machine state" option. 3) Start up the VM from the saved state. 4) Restart the VM. (ex: Start -> Power -> Restart)
Problem: Soon after the VM begins to reload, a Guru Meditation error results.
Log files are attached. The last recorded error is VERR_PGM_HANDLER_NOT_FOUND.
Point of interest: For Windows guests, a Windows Vista style boot screen (black w/ just a bar) is shown, instead of the usual Windows logo. So something is set a couple of seconds prior to the failure that is causing it.
