Serial port over TCP does not work on Windows Hosts

Description
When using TCP as "physical" serial port on a windows host (DrvTCP) it does not connect to the serial port server.
The problem is in Devices/Serial/DrvTCP.cpp where it is not assured that WSAStartup was called
If for example VRDP server is enabled this bug does not occur

This was fixed some time ago, WSAStartup is now called when the TCP driver for the serial port is constructed.
